Disability Law News – October 2025

Welcome to the October 2025 quarterly issue of Disability Law News. This month, we begin with a look at recent leadership changes at the Social Security Administration (SSA), including Commissioner Frank Bisignano’s recent appointment at the IRS, and the implications of the federal government shutdown on agency operations and court deadlines. We also report on SSA’s announcement of a new hearing site in Nyack, and provide updates on the 2026 cost-of-living adjustment (COLA). This issue covers emerging concerns about data privacy and interagency information sharing, including a class action challenging USCIS’s use of the SAVE system and a whistleblower’s account of vulnerabilities in SSA’s data infrastructure. We also highlight SSA’s revised walk-in policy, new guidance on overpayment recovery, and regulatory changes on the horizon. In State news, we cover the veto of a bill that would have restored retroactive State Supplemental Payment (SSP) benefits for closed periods. This issue also includes summaries of recent administrative decisions, updates from the Second Circuit, and an interview with Andrea Sasala on her retirement from DAP.
