The Homeowner Protection Program (HOPP) is administered by the NYS Office of the Attorney General and provides funding to 89 non-profit housing counseling and legal services organizations. These organizations provide direct assistance to homeowners in default and foreclosure. HOPP ensures housing counseling and legal services are available to homeowners in every county of New York State.
HOPP grantees provide a range of services to help stabilize homeownership including financial counseling, negotiating loan modification and other workout options with mortgage servicers, representing homeowners in New York State’s mandatory settlement conferences, redressing deed theft and mortgage fraud scams, assisting homeowners facing tax foreclosures, and helping families understand the foreclosure process and find alternative housing when the home is no longer affordable.
Empire Justice Center is a HOPP Anchor Partner, along with the Center for New York City Neighborhoods. We oversee the grantees located in five regions of the state: Central, Hudson Valley, Long Island, Northeast, Southern Tier and Western New York. The Center for New York City Neighborhoods is the HOPP Anchor Partner overseeing grants to agencies in NYC. We also provide training, technical assistance and support to grantees statewide as the Anchor Partner.
